To produce the Bluewire GAP Score, we have gathered and analyzed the data from the 9 severity gap categories most used against motor carriers and present them as a 0-100 weighted score. 

Crash

Crashes are time and severity weighted with emphasis on injury and fatality events. Crash rates are calculated and peer-grouped.

Violations

SMS contains over 800 relevant regulatory violations from FMCSRs. Bluewire evaluates, groups and computes violation rates that exceed national norms by peer group.

CSA BASICs

CSA BASIC measures are evaluated for all motor carriers. Bluewire’s evaluation of CSA is based on public data and reveals where trial lawyers will exploit CSA to spin their misleading narrative of corporate negligence. The entire landscape of CSA is distilled into a single score. 

Driver OOS

FMCSA determines whether a given motor carrier falls within the top 30 percent of the national average in each of these categories. Bluewire calculates Driver OOS by peer group.

Critical Acute Violations

A critical violation is triggered by a pattern of noncompliance related to the carrier’s management or operational controls. Both acute and critical violations, which originate from onsite compliance reviews, relate to a motor carrier’s safety compliance and are part of the Bluewire GAP Score.

New Entrants

A New Entrant is a motor carrier that applies for a U.S. Department of Transportation (DOT) identification number, in order to initiate operations in interstate commerce. Special scrutiny is applied by FMCSA for 18 months. Bluewire calculates a time-based weighted score for these motor carriers.

MCS-150

The FMCSA requires all interstate carriers to file a MCS-150 form every 24 months. Bluewire evaluates timeliness, accuracy and completeness of the MCS-150 filing.

Judicial Hellholes®

Bluewire evaluates the exposure to factors related to hellholes based on the American Tort Reform Association’s Judicial Hellholes program and the American Transportation Research Institute’s recently released comprehensive research.

Safety Rating

Motor carriers are assigned one of four safety ratings based upon a safety or compliance review — satisfactory, unsatisfactory, unrated or conditional. Bluewire evaluates using the Safety Rating as well as specific factors from compliance reviews.
